Welcome Letter
As the Director of the San Diego
County Schools Fringe Benefits Consortium (FBC), I am pleased to
present an overview and synopsis of the FBC's Deferred Compensation
Program. This program is the collaborative effort of the FBC's board
of directors, member school district administrators, FBC staff, and
preferred providers National Benefit Services, Inc. and AIG
Financial Advisors. It is the culmination of many months of effort
to design, develop and deliver a deferred compensation product that
is unparalleled in the public educational arena. That is, it assures
district compliance with IRC regulations and delivers to employees a
unique product line that is incomparable in breadth and cost to
existing deferred compensation products being marketed to school
district employees.
The San Diego County Schools Fringe
Benefits Consortium (FBC) was established to provide economy and service
to its public educational agency members. The mission of the FBC is to
meet our members' needs by consistently providing quality,
cost-effective and innovative programs and services.
The Deferred Compensation Program matches
the FBC's purpose and mission by providing public educational agency
members with an IRC compliant program while providing those member's
employees with a deferred compensation product that is low-cost,
comprehensive, and convenient to their specific investment strategy. In
brief, the FBC's Deferred Compensation Program is a win-win for both
districts (IRC compliance) and employees (low-cost, no load, consistent
service and comprehensive reports).

In an effort to provide our
employees with opportunities to voluntarily enjoy a wide range
of employee options, our office, in cooperation with the San
Diego County Office of Education, has entered into an agreement
to become a member of their San Diego County Office Fringe
Benefit Consortium (FBC). The FBC was established to provide
economy and service to its public educational agency members.
The mission of the FBC is to meet their members' needs by
consistently providing quality, cost-effective, and innovative
programs and services.
The program being offered is a
collaborative effort of the San Diego County Office of
Education, Riverside County Office of Education, FBC staff, and
preferred providers National Benefit Services, Inc. The Deferred
Compensation Program matches the FBC's purpose and mission by
providing public educational agency members with an IRC
compliant program while providing those members’ employees with
a deferred compensation product that is low cost, comprehensive,
and convenient to their specific investment strategy. In brief,
the FBC's Deferred Compensation Program is a win-win for both
RCOE (IRC compliance) and our employees (low cost, no load,
consistent service, and comprehensive reports).
This is our first venture into
this program. Whether we will continue and/or expand the
services available depends on how valuable the program is to
